Background
The Innovation for Indonesia's School Children (INOVASI) Program is a partnership between the Governments of Australia (GoA) and Indonesia (GoI). INOVASI includes Indonesia's Ministry of Education and Culture (MoEC), Ministry of Religious Affairs (MoRA), the National Development Planning Ministry (Bappenas), and sub-national partners in the provinces of West Nusa Tenggara, East Nusa Tenggara, North Kalimantan and East Java. The Program seeks to identify and support changes to education practice, systems and policy which demonstrably accelerate improved student learning outcomes. INOVASI is managed by Palladium on behalf of The Government of Australia (GOA), through the Australian Department of Foreign Affairs and Trade (DFAT), and formally started on 18 January 2016.
The eight-year program (2016-2023) supports selected government partners (sub-national and national) to identify and understand systemic problems impacting on teaching and learning outcomes in Indonesia and to develop and implement local solutions. The program has three focal areas for investigation: the quality of teaching in the classroom, the quality of support for teachers, and learning for all. Improved student learning outcomes in basic education provide the foundation for a more skilled Indonesian workforce that will drive economic growth and stability.
Primary Duties and Responsibilities:
Purpose of the Position: The Communications Manager will lead, manage and implement INOVASI's communication and engagement strategy to effectively communicate messaging on education quality and issues as well as the findings of INOVASI. He or she will raise awareness and understanding of how education in Indonesia can be improved in ways that are sustainable and affordable, and provide strategic support to INOVASI policy and advocacy activities. The communications strategy will include a range of modalities targeting key stakeholders, including the Australian public, Indonesian policy makers, and local stakeholders such as teachers, principals, parents, and students.
The Communications Manager will provide technical leadership for communications personnel and activities implemented in provinces. This will be done through a 'matrix' management structure and system whereby implementation of activities at the subnational level will be the responsibility and accountability of the Provincial Managers, while the Communications Manager will be responsible and accountable for the provision of relevant technical expertise to help conceptualise, design and quality assure the implementation of communications activities at the sub-national level.
The Communications Manager will also help to oversee a strategy to effectively communicate the purpose of INOVASI, the results and outcomes of INOVASI activities to relevant audiences, and deliver high-quality communications products that decision-makers can utilise to improve education policies, systems and practices.

Duties: Under the direction of Deputy Director - Learning, the Communications Manager will: * Building on the established program, continue to design and implement a practical strategy to communicate, share knowledge, and generate informed dialogue about what works to improve learning, including verified international research findings and lessons from INOVASI;
- Ensure INOVASI's communications strategy and products are aligned with DFAT's and MoEC's communication needs, through close coordination with counterparts;
- In executing the INOVASI Communications Strategy, oversee communications specialists, officers, and assistants in Jakarta and subnational offices, as well as a pool of graphic designers, translators, and copy editors;
- Ensure that information and communications strategies and products are appropriately differentiated for different stakeholders, including for DFAT and other development partners, Australian public, teachers and principals, district and provincial officials, national policymakers, other government officials and influential figures, teacher training institutes, community and NGOs, depending on the nature of each activity;
- Provide advice and participate in the preparation of succinct, relevant, and responsive ad hoc information briefs and infographics on education and related issues;
- Manage INOVASI's digital platforms, including liaising with the DFAT communications teams and other donor-funded education programs to produce content;
- Support INOVASI policy engagement and advocacy activities, including supporting the development of bespoke products and presentations, messaging, and stakeholder mapping;
- Oversee the execution of INOVASI's national and provincial level Temu INOVASI events;
- With the MERL team, coordinate INOVASI's internal knowledge management platforms and initiatives;
- Organize and coordinate media coverage of all of INOVASI's key events, and lead media engagement and pitches;
- Ensure that communications products and events are compliant with Palladium and DFAT standards and policies - and that child protection and GESI principles are streamlined across all INOVASI communications activities;
- Ensure ongoing adherence to socio-political context and DFAT and Government of Indonesia priorities;
- Support finalization of English language materials for DFAT audiences;
- Other duties as may reasonably be required by the INOVASI Program Director or Deputy Program Director - Learning, and consistent with the incumbent's qualifications and experience.
The Communications Manager will possess the following qualifications and experience:
- Degree in the fields of Social Science, Development Studies, Communication and Media, Public Relations or related subjects (a Master's degree would be an advantage);
- Extensive relevant work experience in communications and media and /or education advocacy and promotions;
- Track record of working on or with development programs (preferably donor-funded) and understanding of donors' communications priorities (preferably DFAT);
- Experience establishing contacts and networks within local, national, and International (Australian) media outlets;
- Strong interpersonal skills and proven record of strong stakeholder relations, with the ability to work in sensitive situations and challenging policy environments;
- Excellent presentational and writing skills including the use of digital technologies, social media tools and multimedia technologies;
- Demonstrated project planning and organizational skills, ability to work to tight deadlines and handle multiple concurrent activities;
- Knowledge of the Indonesian government and its development priorities is preferred;
- Excellent written and verbal communication, liaison and interpersonal skills;
- Fluency in written and spoken English is required, fluency in Bahasa Indonesia is preferred.
