TITLE: PROJECT MANAGER – COMMUNITY BASED CLIMATE CHANGE ADAPTATION PROJECT

TEAM/PROGRAMME: Development
LOCATION: Bandung, Indonesia
CHILD SAFEGUARDING: Level 3 - the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE

The Project Manager plays an essential role in managing the project, both in a management context.

Ensuring communication and coordination and administration with donors and internal SC IDN runs optimally, meeting organizational standards - and ensuring activities go according to plan and achieve targets. Managerial capacity and knowledge of the scope and variables of influence of climate change adaptation issues, particularly community-based ones, are also crucial for the PMs to have.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE

The Project Manager will lead program implementation activities of the Save The Children Indonesia community-based climate change adaptation project. The Manager is expected to lead local and national relevant stakeholders. At the local level, the post holder can build consensus, manage the parties' commitments, and ensure that it is carried out within the time frame. In addition, it helps convey the project description, progress, and achievements to the relevant ministries/agencies at the national level.

In addition to the government, the post holder can involve and build networks, especially with NGOs, universities/academicians, media/journalists, and (potentially) the business world in the West Java area in general and Bandung and Bandung Regency in particular. Furthermore, in the internal organization of Save the Children, the post holders can build cooperation and communication into cross departments or divisions that are considered to have the exact correlation and goals in building physical, social, and economic resilience of the community from the threats and impacts of climate change.

Knowledge of environmental conservation and climate change adaptation possessed by a project manager must contribute to sharpening the limits and scope of choice of activities. However, that is considered not to correlate with identifying potential risks and threats of climate change; on the contrary, we can see other aspects and opportunities that closely relate to entry into project activities.

The post holder will contribute to achieving the Organization's KPIs as follows: * Ensure the program runs according to the strategy that has been developed while still accepting the dynamics that occur and being able to adapt to the approach and design of the program.
  • Creating cooperation and collaboration with key stakeholders in the program area and location and placing vulnerable groups, especially children and youth entities, as strategic actors in achieving the objectives of this program. To build knowledge on the impact of climate change to stakeholders, and especially to children in the program locations.
  • Establish communication and coordination with national institutions, such as BNPB, Ministry of Home Affairs, Ministry of Villages, and Ministry of Environmental and Forestry, and Ministry of women empowerment and child protection to convey the progress and challenges of program implementation.
  • Build cooperation with the coordinating staff and specialist staff and ensure that they participate in solving problems that occur in the field.
  • Ensure that the results of the implementation of activities are reported and published through collaboration with staff or units/departments in charge of media misfortune and campaigns from Save the Children.
  • Manage the documented knowledge from the program’s activity results for Save the Children knowledge management system.
  • Help build a strong brand for Save The Children Indonesia by ensuring compliance with global brand procedures and brand awareness in the local market in the event of a significant climate crisis and impact, and role holders are expected to work outside their standard role profile and be able to vary working hours accordingly conditions and needs.
Reports to: Director Program

KEY AREAS OF ACCOUNTABILITY * Manage partnership with the implementing partner for the CBCCA project implementation and ensure the program quality meet the targets.
  • Monitor and coordinate programs in the fields of community-based climate change adaptation project
  • Ensure the implementation of all activities/action strategies for climate change adaptation that have been mutually agreed upon.
  • Ensure project implementation follows the proposed and mutually agreed upon adaptation options or climate change adaptation priority
  • Ensure that the steps for preparing plans and actions for climate change adaptation are passed through stages following official guidelines issued by the Ministry of Environment and Forestry.
  • Coordinate data, information collection, and analysis activities to support adaptation planning and action activities.
  • Identify the need for a coordinator and specialist to assist community-based climate change adaptation project.
  • Develop a communication and coordination strategy with the Coordinator, Specialist, and the Save the Child campaign communication team.
  • Establish regular communication and coordination with all relevant parties at regional/local and national levels.
  • Supervise the day-to-day program implementation of coordinators and specialists and ensure timely reporting of activities to supervisors and Save the Children.
  • Establish opportunities for collaboration/collaboration with other programs at Save the Children or other organizations outside StC to sharpen/strengthen and avoid duplication of activities.
  • Identify and immediately communicate any problems related to program implementation to the Program Direct
  • Any roles should follow the organization principals as stated in the Annex 1 – Organization Values and Key Competencies
QUALIFICATIONS AND EXPERIENCE * Bachelor's degree in the relevant study and a master's linked to ecological and climate change policy is highly desirable.
  • Recommended a minimum of 7 (Seven) years of management experience in community empowerment and development planning in and with local government or national government as well as the capability for community and ecosystem-based adaptation.
  • An understanding of climate change issues, particularly CCA and DRR in Indonesia, and experience working with an international NGO or similar organization.
  • Experience managing partnerships with local entities for project implementation, particularly for community-based project
  • Solid project management skills with a proven history of delivering results and being able to meet the due of the project’s activities and reporting
  • Excellent interpersonal, communication, and presentation skills fluency and demonstrated ability to write high-quality reports and other project documents in Bahasa and English.
  • Commitment to and understanding of the organization aims, values, and principles, including rights-based approaches.
