HSE Manager/Expert
- Report to Head of Construction as line manager;
- Organize a kick-off safety meeting at the start of the work;
- Managing the works for Safety Supervisor.
- Main contact of external stakeholder regarding safety.
- Lead the Method statement review with external stakeholder.
- Ensure the safety plan implementation on site by providing KPI and monitoring.
- Lead the management safety walks.
- Ensure safety NCR log updated and discuss safety observations including open NCR during weekly meetings;
- Maintain site safety statistics including man hour record;
- Create and maintain safety program on site, to include training required.
- Organize weekly & monthly HSE meeting for all site representatives;
- Review and approve HSE plan submitted by the Contractors and provide their comments to Client for approval;
- Promoting the awareness of HSE within CM team and with all other stakeholders in a project;
- Carrying out inspections, controlling the progress of action points and filing reports;
- Daily walk through the sites and report and act on all unsafe acts and situations;
- Prepare and submit monthly safety performance form to client through Construction Manager or Project Manager
- Making sure that all worker and staff on site received the Safety Induction;
- Ensure that all workers employed at site are legal, and authorised to work. Keep record of eligibility of all workers engaged on site (checklist to be developed for worker compliance check);
- Conduct and ensure all site personnel including visitors need to be safety inducted before visiting site;
- Making sure that everyone at site are using proper and appropriate PPE including visitors (management, Client, etc.);
- Ensure recording and acting on unsafe act, near miss, and incident report at site and copy to PM and Head of Construction to the main office;
- Conduct root cause investigation into near miss reports and include remediation plans and follow up on horizontal deployment;
- Ensure all temporary access towers, scaffolding and temporary structures are safe and designated as fit for use;
- Reporting immediately of any accidents at site to Head of Construction and PM; Emergency response plan to be devised;
- Verifying that safety plan is approved and/or approved except as noted;
- Verifying that method statement and job safety analysis of all activities requiring permit to work has been submitted, reviewed and approved by the Site Egineer / Construction Manager;
- Making sure that Contractor shall arrange a tool box meeting on regular basis and for major activities;
- Documenting worker safety inductions, tool box meetings, trainings;
- Ensure Inspection all equipment's and tools such as electrical tool, machinery and heavy equipment (also regular inspection every three month) Review Job Safety Analysis (JSA) in term of contractor work method;
- Ensure induction training executed;
- Assist client and contractor for conduct drill (fire drill, evacuation drill, etc) and training (WAH, confined space, etc) ;
- Provide HSE information for CM to be included in the report.
- Minimum Bachelor Degree from Reputable university
- Minimum 15 years of experience as Safety manager on Construction site, preferable industrial Construction site.
- Having experience on safety training.
- Having excellent knowledge on High risk works mitigation.
- Able to communicate in English as well as to prepare report in English
- Proactive attitude, punctual and effective attitude.
- Having strong personality; no tolerance on safety violation.
- Having strong leadership and able to work independently
- Possess Valid certificate related to safety.
- Willing to relocate outside Java Island.
