PROJECT OVERVIEW:
Woodside has operated Pluto LNG since start up in 2012. Gas from the offshore Pluto and Xena fields is piped through a 180-kilometre pipeline to Pluto LNG's single onshore LNG processing train. Woodside's development of the Scarborough gas field is through a brownfield expansion of Pluto LNG. The project includes the construction of a second gas processing train (Train 2) that will have a capacity of about 5 million tonnes per annum (Mtpa).
51 modules for the Train 2 gas processing will be constructed at a Module Fabrication Yard located in Batam Island, Indonesia.
We are seeking an experienced Deputy ES&H Manager
POSITION OVERVIEW:
Develops, integrates, and implements all aspects of project-related Environmental, Safety, and Health (ES&H) (including medical and industrial hygiene) processes, plans, procedures, systems, methods, and policies critical to the project's success. Ensures that complex requirements are properly interpreted by evaluating and applying appropriate ES&H principles and formulating scopes of work, plans, and methodologies suitable for achieving and maintaining compliance with applicable ES&H requirements. Provides technical assistance and supervisory direction to ES&H personnel. Identifies resources needed to implement the ES&H programs / plans.
WHAT YOU BRING:
- Implements bid decisions, proposals, and estimates (scope, constraints, schedules, budgets) with respect to integration and compliance with ES&H requirements.
- Provides technical support to project risk assessments.
- Informs project teams of ES&H requirements and ensures they are incorporated into processes and procedures by subcontracts, engineering, and construction personnel.
- Develops and supervises the implementation of the ES&H plan for a specific project in accordance with established polices, systems, processes, procedures and methods, client and / or host country requirements and regulations.
- Supervises and / or performs daily monitoring of work practices of Bechtel and other subcontractors.
- Participates in meetings with customers, project team members, and subcontractors to advise of project-specific mitigation plans, ES&H training program, and technical reports.
- Stops work in dangerous situations or conditions having imminent adverse ES&H impact.
- Stipulates acceptable work practices that are to be implemented before the work can be resumed.
- Supervises and conducts project accident investigations; documents factors contributing to an incident and prepares required reports.
- Supervises the operation of the medical / first aid treatment facilities.
- Supervises implementation of project ES&H orientation and training of project manual / non-manual personnel.
- Ensures environmental compliance inspections of project construction activities are conducted to monitor compliance with environmental requirements including contractual commitments, permits, and the Environmental Management Plan.
- Develops, implements, and supervises the project behavioral-based safety program
- Consults with occupational medical consultant in developing procedures which include sanitation and health inspections of facilities required to support the project for activities such as first aid / medical treatment, rescue, emergency transportation, and evacuation.
- Interprets applicable ES&H standards and supervises their integration into projects and facilities processes and procedures.
- Integrates host country, client, and Bechtel standards into a single document.
- Devises and implements methodologies for strategic collection, entry, collation, processing, display, and communication of lagging and leading safety indicators.
- Executes other ES&H duties as assigned by GBU and Project ES&H management.
- Bachelor's degree in an ES&H- or construction-related discipline from a recognized university.
- 15+ years' ES&H-related experience, 7+ years of which being management
- Demonstration of progressive responsibility including management of a team of direct reports in support of large construction projects.
- Industry certification through an organization accredited for credentialing ES&H practitioners (e.g., CSP, CMIOSH, etc.).
- Advanced ability to develop and manage information databases; advanced ability to link databases to PowerBI for display and generation of reports.
- Advanced ability to develop leading indicator questions / checklists based on requirements, collect data, input data, collate data, and display data as requested.
- Advanced knowledge of environmental, safety engineering, health, and other related disciplines.
- Advanced knowledge of ES&H sciences / engineering systems, principles, and methodologies.
- Experience in supervising all aspects of ES&H on projects or facilities.
- Advanced knowledge of national and international ES&H laws / regulations and regulatory / resource agencies' permitting processes and responsibilities, industry standards for ES&H compliance, and best management practices for minimizing potential ES&H impacts during project execution.
- Advanced knowledge of engineering and construction systems, methods, and work processes.
- Advanced knowledge of construction planning, estimating, procedures, and execution.
- Advanced knowledge and experience in development of industrial hygiene mitigation plans and their implementation.
- Extensive experience providing technical oversight of ES&H subcontractors, vendors, or consultants during construction.
- Advanced knowledge of construction environmental issues, e.g., hazardous materials, waste management, erosion and sediment control methods, and restoration techniques.
- Advanced knowledge of Bechtel's organizational structure, functions, and administrative procedures.
- Advanced experience in implementing ES&H training and behavioral-based safety programs.
- Experience in supporting health and safety programs, budgets and staff in office and field environments within South America, Southeast or Southwest Asia, or the Middle East regions.
- Must be able to work overtime and adapt to changing work schedules.
