Background
The Innovation for Indonesia's School Children (INOVASI) Program is a partnership between the Governments of Australia (GoA) and Indonesia (GoI). INOVASI includes Indonesia's Ministry of Education and Culture (MoEC), Ministry of Religious Affairs (MoRA), the National Development Planning Ministry (Bappenas), and sub-national partners in the provinces of West Nusa Tenggara, East Nusa Tenggara, North Kalimantan and East Java. The Program seeks to identify and support changes to education practice, systems and policy which demonstrably accelerate improved student learning outcomes. INOVASI is managed by Palladium on behalf of The Government of Australia (GOA), through the Australian Department of Foreign Affairs and Trade (DFAT), and formally started on 18 January 2016.
The eight-year program (2016-2023) supports selected government partners (sub-national and national) to identify and understand systemic problems impacting on teaching and learning outcomes in Indonesia and to develop and implement local solutions. The program has three focal areas for investigation: the quality of teaching in the classroom, the quality of support for teachers, and learning for all. Improved student learning outcomes in basic education provide the foundation for a more skilled Indonesian workforce that will drive economic growth and stability.
Primary Duties and Responsibilities:
Purpose of the Position: The Monitoring Evaluation, Research and Learning Officer will support the MERL Manager, Jakarta-based MERL team and provincial MERL teams to implement or facilitate MERL agendas. To perform the role, the MERL Officer will work together with the Jakarta-based MERL team advisors, other work units, provincial teams, and external parties, in a flexible and integrated way to support the implementation of MERL agendas to document and generate learnings.

Duties: Under the direction of MERL Manager, the Monitoring, Evaluation, Research and Learning Officer will: * Support the development of instrument of monitoring, evaluation, research and assessment when needed;
- Facilitate or implement MERL agendas, in closed coordination with tM&E Specialist and Research and Learning Specialist, from designing concept, developing instruments, managing implementation, data analysis to reporting;
- Collaborate with researchers within INOVASI Third Party Support, technical support network and GOI, including deregulation study;
- Support MERL team with qualitative analysis;
- Contribute to the implementation of MERL framework to support INOVASI's learning and iteration process;
- Supportg activities to develop dissemination strategy and materials, in collaboration with other MERL team members, Communications unit and other work units;
- Support MERL related activities at provincial/district level for qualitative aspects;
- Perform all other research-MEL related duties as instructed by the MERL Manager.
The Monitoring, Evaluation, Research and Learning Officer will possess the following qualifications and experience:
- Sufficient knowledge on social science and experience in working with development sectors or other social intervention initiatives;
- Strong background and experience in conducting monitoring and evaluation and/or research, particularly for qualitative approach, covering developing of evaluation/research design and instruments, data analysis, and reporting;
- Knowledge and/or experience in GEDSI (Gender Equality, Disability, and Social Inclusion) perspective in monitoring, evaluation, or research activities;
- Adaptable and able to perform in fast paced, high pressure and often ambitious situation;
- Experience in writing research reports in English is preferable;
- Fluency in English and Bahasa Indonesia (written and spoken) essential;
- Willingness to travel to remote locations in Indonesia when needed;
- Experience with DFAT or other development agency work, particularly in education sector, is preferrable;
- A high level of integrity, initiative, adaptability, and ability to perform in a high-pressure environment.
- Ability to work both independently and in a team;
