Background
The Innovation for Indonesia's School Children (INOVASI) Program is a partnership between the Governments of Australia (GoA) and Indonesia (GoI). INOVASI includes Indonesia's Ministry of Education and Culture (MoEC), Ministry of Religious Affairs (MoRA), the National Development Planning Ministry (Bappenas), and sub-national partners in the provinces of West Nusa Tenggara, East Nusa Tenggara, North Kalimantan and East Java. The Program seeks to identify and support changes to education practice, systems and policy which demonstrably accelerate improved student learning outcomes. INOVASI is managed by Palladium on behalf of The Government of Australia (GOA), through the Australian Department of Foreign Affairs and Trade (DFAT), and formally started on 18 January 2016.
The eight-year program (2016-2023) supports selected government partners (sub-national and national) to identify and understand systemic problems impacting on teaching and learning outcomes in Indonesia and to develop and implement local solutions. The program has three focal areas for investigation: the quality of teaching in the classroom, the quality of support for teachers, and learning for all. Improved student learning outcomes in basic education provide the foundation for a more skilled Indonesian workforce that will drive economic growth and stability.
Primary Duties and Responsibilities:
Purpose of the Position: The Senior Gender Consultant will work within the Gender team and delivering the technical works in collaboration with INOVASI's internal and external stakeholders. The Senior Gender Consultant will support Gender team to deliver the assignment in coordination with key stakeholders. This will be achieved through technical support to conduct research and policy analysis, delivering training, and developing approaches/toolkits within INOVASI's interventions.

Duties: Under the direction of the Gender and Child Protection Specialist, the Senior Gender Consultant will provide technical assistances for Gender team of INOVASI, and will work with both internal and external stakeholders of Gender team of INOVASI to ensure the gender principles are realized.
- Provide strategic advices to design and implement the activities for the prevention of child marriage and gender responsive schooling at the national and sub-national levels.
- Provide technical support to INOVASI gender's team in advocating for safe schools for boys and girls, through analytical work and/or workshop on prevention of sexual violence.
- Design and lead the discussions with wide range of stakeholders to formulate relevant policy, and/or guidance for child marriage and sexual violence prevention at the school level.
- Collect data and perform analysis on gender-related issues for the purpose of advocacy, monitoring and evaluation, and policy advice to relevant stakeholders
- Producing products namely user-friendly guide, pocketbook and/checklist on gender responsive school management and practice for teachers and principal so that the work of gender team of INOVASI can reach wider schools, institutions and principals.
- Engage with stakeholders namely sub-national team, government partners and other key partners of INOVASI to improve the quality of and access to learning resources to be more gender sensitive and inclusive.
- Prepare reports, presentations, briefs, and other key documents for a range of internal and external stakeholders to enhance gender and social inclusion perspectives in the program.
- Support the monitoring, evaluation and learning efforts within Gender unit.
- Support program and provincial teams to strengthen gender perspectives in programmes through mentoring, activity planning, specialized training and follow up meetings with teams.
- Participate in relevant discussions, forums and networks that promote gender issues.
- Other duties as may be required by the Gender and Child Protection Specialist consistent with the incumbent's qualifications and experience.
The Senior Gender Consultant will possess the following qualifications and experience:
- A post-graduate degree in Development, Social Science, Anthropology, or another relevant field.
- Extensive experience working in gender equality issues both in upstream and downstream activities. Experience working with a line of ministry is preferred.
- Demonstrated knowledge and understanding of gender equality, policies, and regulations related to religious affairs and education sector in Indonesia. Broader knowledge and experience in international practice is an advantage.
- Demonstrated ability to deliver training and technical assistance on gender equality issues for various audiences.
- Strong analytical skills in gender and child protection issues, social inclusion, and ability to provide well-grounded, and quality analytical inputs.
- Demonstrated ability to understand the context and adjust the technical support to ensure the principles of gender equality could be applied in the various tools namely teaching toolkit, brief, or documents for various audiences.
- Demonstrated ability to work independently and as a member of a small team and provide sound judgment and problem-solving skills.
- Strong interpersonal, facilitation and communications skills, in particular the ability to forge positive working relations and engage effectively with various stakeholders namely teachers, supervisors, government counterparts, and internal team members of INOVASI.
- A high level of integrity, initiative, adaptability, and ability to perform in a fast-paced environment.
- Excellent verbal and written communication skills in Bahasa Indonesia and English.
- Willingness to travel to INOVASI partner districts including remote locations in Indonesia.
- Politically and culturally sensitive, with qualities of patience, tact and diplomacy.
