BACKGROUND
In Indonesia, Save the Children Indonesia follows the global vision that every child attains the right to survival, protection, development and participation. We aim towards breakthroughs in the way the world treats children and achieve immediate and lasting change in their lives. With an annual budget of US$10 million, Save the Children currently manages projects across thematic areas of health & nutrition, education, child protection, child poverty and child rights governance.

In its global strategy, Save the Children is determined to respond to and anticipate the threats of Covid-19, conflict, and climate change; and to protect the rights of the children mostly affected by discrimination and injustice now and in the future. In order to support the attainment of the global strategy of Save the Children, key enablers include strategic partnership, utilization of digital data, advocacy, campaign and mobilization, more agile and inclusive organization, and development and optimization of resources.
Save the Children has been working in Indonesia since 1976 and currently operates in 10 provinces in Indonesia with projects across thematic areas such as health and nutrition, education, child protection, child poverty, and child-rights governance. In its 2022-2024 strategy, Save the Children Indonesia has bold ambition for children that include prevention of newborn deaths and stunting, regaining of loss learning for children including children with disability, strengthening government’s child protection system at all levels, ensure inclusive protection of children from all forms of violence, exploitation, neglect, and forced early marriage. Also, building the resilience of children and communities to overcome the negative impacts of climate change and disaster risks through child-sensitive child protection systems, increasing the participation and rights of children and adolescents in the decision making process of the government regarding important issues impacting their lives. Key enablers to achieve this are child-led campaigns, research, evidence and learning, diversified financing and new business model, innovation and technology, integrated programming, transformative partnership, and collaborative and adaptive teams.
To leverage the enablers to accelerate impacts for children, Save the Children’s Sponsorship Program in Sumba is in the process of piloting an innovative initiative that builds on leveraging the agency and competence of schoolteachers and principals. The initiative is the Sumba Learning Hub with the aim of providing Elementary School teachers, Junior High School teachers, and ECD teachers as well as the school principals in West Sumba District a platform and space for offline and online self-directed learning.
Basic literacy and numeracy constitute key issues in basic education in West Sumba District. The main contributing factors to these key issues are teacher competence in ECD, Primary School, Junior High School and community participation in supporting literacy and numeracy efforts. On the part of the school teachers, the challenges include basic teaching capability, basic literacy in information technology, limited internet access, and limited tools and infrastructure to support access and learning of the materials. In West Sumba District, these access, IT literacy, and infrastructure challenges are exacerbated by the local government's limited capacity-building support and budget. This access, IT literacy, and infrastructure challenges are also worsened by the lack of capability and competence in basic teaching and classroom management capability. Because of this, only experienced teachers are considered competent enough to teach in the early grades of Elementary School.
However, the process towards Sumba Learning Hub adopts the human-centered design, program design based on the needs and concerns, that focuses on the listening process to understand the owners of the problem. This phase constitutes the basis for conducting other subsequent phases that are composed of sense-making, coalition building, and co-creation to generate a portfolio of solutions to respond to the key issues. The listening phase has been conducted involving diverse stakeholders consisting of education actors and related stakeholders. Participants from the education actors involve 20 ECD teachers, 12 ECD Managers, 20 elementary school teachers, and 20 elementary school principals. Other stakeholders involved include the District Education Office, Development Planning, and Agency, and local CBOs consisting of Stimulant Institute, Inovasi, Yayasan Literasi Indonesia, Sumba Cendekia, English Goes to Kampung, and Sakola Huba.
Key issues identified include lack of information and knowledge on the current curriculum, difficulty in classroom management, lack of knowledge and preparation in the face of the plan to implement Merdeka Curriculum in 2024 in terms of content and access to online learning platform, limited number of teachers and lack of basic competence, lack of diagnostic assessment prior to launching/implementing basic literacy programs, lack of space and opportunities for competency development for education actors, and lack of policy and budget support for capacity development of the education actors. The current phase is the sensemaking and co-creation phase with all the related stakeholders to generate solutions for the key issues. Following the sense-making and co-creation phase with related stakeholders, the next step is follow-up discussions to obtain buy-in/support from the West Sumba District government, and tryout of contents, especially related to the Merdeka Curriculum.
Considering the learnings from the first iteration in 2022, i2change is geared up to conduct a second iteration of the innovation initiative in 2023 with specific focus on development and refinement of Sove-A-Thon and Incubation modules and tools. To achieve this goal, we are looking for a Youth and Community Engagement Officer to support in the implementation of module refinement, Solve-a-Thon, and Incubation related activities.

SCOPE OF WORK * Contribute to the design, planning, and implementation of learning and partnership strategies Sumba Learning Hub target beneficiaries (teachers and partners), to better understand their needs and gather their insights to generate learning for the development of the Sumba Learning Hub.
- Be the point of contact of Save the Children when engaging the target beneficiaries.
- Contribute to the development of TOR of all Sumba Learning Hub activities, including selecting type of activities, facilitation methods, key questions, ensuring proper insights gathering from participants.
- Lead the preparation and implementation of Sumba Learning Hub activities as specified in the design, which may include but not limited to arranging the logistics, compiling list of participants, drafting invitations, and managing resource persons.
- Contribute to the gathering of insights from target beneficiaries.
- Organize activities documentation, collation, and dissemination of information during the activities.
- Lead the reporting of all engagement events delivered, ensuring that the reports comply with Save the Children’s policy and requirement.
- Participate in meetings with the Sumba Learning Hub program and innovation team.
- Other tasks as specified and agreed with the Innovation and Child Rights Specialist.
Monthly report of activities, which may include but not limited to minutes of meeting, summary of discussion, and documentation.
EXPERIENCE & SKILLS
- Bachelor's degree in any field of study

- Familiarity with Human Centered Design.
- Ability to quickly adapt to change.
- Self-starter with the ability to work autonomously as well as in a team

- Experience in using online discussion and digital workshop tools.
- Exceptional verbal, written, and presentation skills.
- Background and experience in teacher and school principal engagement activities.
- Excellent interpersonal skills and ability to work both independently and as a team member.
- Self-motivated and highly flexible individual who can manage multiple tasks and priorities.
- Fluency in English both oral and written.
- Experience in establishing communication and partnerships with NGOs, the government, communities, and organizations is preferred.
