Position Summary & Job Purpose:
Sustainable Energy for Indonesia’s Resilience (SINAR) project is the centerpiece of USAID’s energy sector assistance to the GOI. It follows nearly a decade of support under Indonesia Clean Energy Development (ICED I and II) and builds on the progress with Indonesian energy sector partners, complements other U.S. government (USG) initiatives, and coordinates with bi-lateral and multi-lateral development partner programs to assist Indonesia’s energy transition.
SINAR goals is to advance Indonesia's development goals in expanding reliable and equitable energy services necessary for sustainable development and inclusive economic growth. To achieve this activity, USAID has identified one of focus area in Advance Energy System (AES) procurement. The objective for this focus area is transparent and best value procurement adopted. USAID has identified how to achieve this objective is by transferring of global best practices in competitive procurement, with the expected outcome of competitively procured AES tenders issued. Advancement in renewable energy power policy is one of key area that SINAR will work to achieve the above-mentioned goal and objective.
We are recruiting and experienced RE Contract and Policy Manager to be responsible to support SINAR technical assistance to counterparts related to the SINAR objective and expected outcome in renewable energy power procurement. The successful candidate expected to have abundance knowledge on energy and or power sector in Indonesia. Learn more about the SINAR project .
Position responsibilities: * Support Objective 3 Director in planning, managing, and delivering support to SINAR counterpart related to the activities on contractual and policy aspects of RE Power Procurement. Objective of the activities is to improve RE power framework from two perspective: regulatory focus MEMR regulation and policy implementation focus on PLN policy.
- Develop research, desktop studies, literature review, benchmark studies on international best practices on RE power regulatory framework.
- Develop library of references of power purchase agreements and contracts from various renewable energy technologies. The library included references from Indonesia and International.
- Conduct monitoring and analysis on the power transactions, both RE and non-RE, focus on domestic market and insights on international. Collecting available data and information on power procurement, RFP issued in power sector and any other transaction related to power procurement in Indonesia and certain market such as ASEAN.
- Support Objective 3 Director in producing SINAR project reporting administration and in other area as needed.
- Minimum 7 years of work experience in power procurement, energy sector, power sector and renewable energy sector.
- Have a robust and strong understanding and knowledge on Indonesia energy and power sector is a must.
- Master’s degree in law, economics, business, or in energy policy.
- Have exposure working with Indonesia’s power sector stakeholders, such as MEMR, PLN, IPP.
- Indonesian national or current resident of Indonesia
- Fluent in Bahasa Indonesia and English (reading, writing, and oral presentation)
- Existing working relations with the Ministry of Energy and Mineral Resources, PLN officials, power project developers, IPP (Independent Power Producer)
- Familiarity with USAID procedures and practices for quality control, including monitoring
- Office setting, domestic travel
