TITLE: Women Economic Empowerment & Gender Specialist – GrowHer; Kakao

TEAM/PROGRAMME: Program Operation
LOCATION: Malili, East Luwu – South Sulawesi to support the program in North Luwu & East Luwu Districts

ROLE PURPOSE

More than 95% of Indonesia's cocoa is produced by smallholders with 2 hectares or less. Approximately 32% (450,000) of these producers are women, who suffer discrimination and inequality and are often denied recognition for their contribution to the global cocoa economy. GrowHer:Kakao aims to improve the rights of women and girls, strengthen their representation in the cocoa value chain, and accelerate access to resources and training for 4,000 women smallholders and entrepreneurs. The Project will deliver capacity building and interventions to address harmful or limiting socio-cultural norms. These trainings will upskill women farmers with business and financial skills, good agricultural practices, and collective decision-making power.

GrowHer:Kakao will improve gender equity in the cocoa value chain by addressing systemic social and environmental issues, with investment in training and resources that is context-specific, culturally-sensitive, drawing on local governance and decision-making processes, while challenging dominant gender-based power structures. Specific objectives: - Empower and upskill women farmers and supply chain partners/champions to train other women; - Improve government systems and policies to support women’s leadership and collective power in addressing social and environmental issues; - Address harmful social norms to increase gender-equitable household and farm-level decision-making; and - Increase women’s and young girls’ participation in advocacy and village development plan

The Project will work directly with 30 villages and probably will expand to another 10 villages (in North and East Luwu Districts), South Sulawesi, Indonesia, training up to 4,000 women and their families in Mars’ wet bean cocoa value chain. We will reach 6,000 individuals. The training will target registered farmers, prioritizing women and adolescent girls.

The Women Economic Empowerment and Gender Specialist is responsible for ensuring women empowerment and gender lens are mainstreamed into the planning, implementation, and MEAL (Monitoring, Evaluation, Accountability and Learning) activities across the program as well as coordinating the implementation in the livelihood, child protection and child participation activities in the program area. The post holder will support the Program Manager, District Coordinators, Child Protection Specialist, Child Protection Advisor, MEAL Specialist, Advocacy Specialist and other program team to ensure the high quality of program delivery.

Dimension: Save the Children works in 22 provinces of Indonesia with current expenditure of approximately twelve million USD each year.
Budget Responsibilities: based on the Scheme of Delegation (SOD) of Save the Children Indonesia

KEY AREAS OF ACCOUNTABILITY

Women Economic Empowerment & Gender Specialist will focus for assuring the quality of economic empowerment and gender work implemented, not limited to selected program overseeing, but also comply to Gender Equality Policy framework for all Save the Children Programs as required. And the key area of accountability:
  • Provide technical support to the program team In Mars Cocoa Program & Grow Her Kakao to ensure high quality technical input into the program design, planning and implementation.
  • As the main focal point to support National Office to develop and implement women economic empowerment and gender strategies to ensure clear guidance and standards for program staff and its compliance with Save the Children vision and mission.
  • Support National team in implementing the women economic empowerment and gender responsive program activities in both development and humanitarian setting
  • Ensuring sound gender analysis informs program design and management, and identify strategic actions to be undertaken to improve the quality of program implementation
  • Provide technical guideline & regular capacity building for program staffs and implementing partners in gender equality and women empowerment through the training sessions, on-site coaching and monitoring according to the project’s needs and available resources.
  • Ensure project staff has the technical capacity required to support project implementation activities and effectively monitor project implementation according to technical design.
  • Conduct regular field visits to ensure activities are implemented according to project design and provide on – site coaching to project staff and partners.
  • Work close with Program Manager, District Coordinator and National team to produce regular narrative progress and impact reports in terms of activities, implementation and progress against indicators and outcomes and to provide Managers with the necessary information for the production of reports.
  • Develop and maintain positive working relations with a wide network of partners, including Government, development partners, and NGOs.
  • Contribute to the design and analysis of relevant program studies (initial and mid assessment as well as final evaluation)
  • Contribute to country program development as required (e.g proposal, Country strategic planning) and other documentations as required by Program Manager.
  • Collaborate with the program team to ensure the quality of implementation and program achievement in accordance with the logical framework and commitment in the project proposal
  • Support the program team to ensure all program documentations and accountability including feedback from the community and children are addressed.
  • Support the Program manager to provide the timely report and related project documentations as required by National Office and the Donor
  • Actively working with the program team to advocate the government and other relevant parties to promote gender equality and women empowerment in the targeted area
  • Maintain the strong relationship with the supply chain, government, PATBM and cocoa community & women farmers to address the safety, child well-being & development of children and reduce the risk of child labour.
Financial Management
  • Support the program Manager to develop the annual budget and monthly projection with the Program Manager and finance unit as required by the Donor or Jakarta Office
  • Ensure the program implementation comply with Save the Children Policy and financial guideline
Partnership Management:
  • Under the guidance’s of the Program Manager to work closely with the implementing partners in the district level to ensure high quality programming and on time program delivery
  • Under the direction of the Program Manager to develop capacity strengthening plan for partners
  • Support Program Manager to lead the join monitoring visit with the implementing partners and capture the lesson learnt of the partnership works
  • In a close coordination with Program Manager to document the journey of partnership works
  • Initiate and maintain the collaboration and networks with diverse of partners including local civil societies, strategic partners and coalitions.
  • Maintain daily management (on time delivery and program quality) of working with the local implementing partners
  • Under the strategic directions of Project manager to provide technical supports required to develop the partners capacity
Child Safeguarding
  • Contribute to the overall implementation of Child Safeguarding Policy (CSP) within CO including ensure CSP integration in all project activities including for target beneficiaries in South Sulawesi.
Emergency Response
  • Under the guidance of Program Manager to support the humanitarian team to strengthen the National Office on readiness to respond to emergencies in South Sulawesi in line with global SCI emergency policies. This includes ensuring optimal Programs staff participation the Indonesia Emergency Response Team and that these staff members receive proper training.
  • Coordinate the response to any prioritized emergency in Indonesia
Brand and Reputation:
  • Contribute to ensuring all staff are aware and are actively involved in building and maintaining the brand in all project field sites and with all project external stakeholders including partners
Communication and Representation:
  • Represent the organization with the Government, related stakeholders, Donors and members in the project area
  • Ensure clear and effective communications between Program Implementation and other teams at field level.
  • Contribute to establishing, maintaining, and improving active and regular working relationships with host government authorities, donors and partner agencies, the UN system, and local and international NGOs including other members of Save the Children.
QUALIFICATIONS AND EXPERIENCE
  • Minimum Bachelor’s degree in agriculture, economic development, community development, social development, or other relevant studies.
  • Minimum 5 years of management experience in a contractor, corporate, or NGO environment, including significant field implementation experience
  • Minimum 3 years relevant work experience in managing a women economic empowerment and gender sensitive program portfolio or related field
  • Experienced in implementing (training, assisting, etc) VSLA (Village Saving and Loan Association) in community, will be desirable
  • Proven experiences in managing local implementing partner is preferred
  • Experience in direct working with children, woman, youth are preferred.
  • Working Experience with rural community, particularly in South Sulawesi context is a plus.
  • An understanding of children’s issues in Indonesia. This could include deep knowledge in child protection and child labour is preferred.
  • Solid project management skills with a proven history of delivering results.
  • Ability to analyse information, evaluate options and to think and plan strategically.
  • Excellent interpersonal, communication and presentation skills Fluency in written and spoken Indonesian, strong English written and spoken skills.
  • Commitment to and understanding of Save the Children aims, values and principles including rights-based approaches.
  • Demonstrated ability to write high quality reports and other project documents in Indonesian and English
