INOVASI - International Communications Advisor

Project Overview and Role:

Purpose of the Position: The International Communications Advisor will support the Communications Manager to review, manage and implement INOVASI's communication and engagement strategy to effectively communicate messaging on education quality and issues as well as the findings of INOVASI. He or she will advise INOVASI and particularly the Communications team to support our strategy for advocacy to support the acceptance and implementation of the Government of Indonesia's education reform program. The communications strategy will include a range of modalities targeting key stakeholders, including the Australian public, Indonesian policy makers, and local stakeholders such as teachers, principals, parents, and students.

The International Communications Advisor will support the Communications Manager to provide technical leadership for communications personnel and activities implemented in Jakarta and in the provinces.

The International Communications Advisor will also support the Communications Manager to oversee a strategy to effectively communicate the purpose of INOVASI, the results and outcomes of INOVASI activities to relevant audiences, and deliver high quality communications products that decision makers can utilise to improve education policies, systems and practices.

Primary Duties and Responsibilities:

Duties: Under the direction of Deputy Director - Learning and in close coordination with the Communications Manager, the International Communications Advisor will: * Provide advice to design and implement a practical strategy to communicate, share knowledge, and generate informed dialogue about what works to improve learning, including verified international research findings and lessons from INOVASI;
  • Help ensure INOVASI's communications strategy and products are aligned with DFAT's and MoEC's communication needs, through close coordination with counterparts;
  • Help ensure that information and communications strategies and products are appropriately differentiated for different stakeholders, including for DFAT and other development partners, Australian public, teachers and principals, district and provincial officials, national policy makers, other government officials and influential figures, teacher training institutes, community and NGOs, depending on the nature of each activity;
  • Provide advice and participate in the preparation of succinct, relevant, and responsive ad hoc information briefs and infographics on education and related issues;
  • Provide advice on the design, management and sustainability of INOVASI's digital platforms;
  • Support INOVASI policy engagement and advocacy activities, including supporting the development of bespoke products and presentations, particularly focused on supporting the implementation of the Government of Indonesia's major reforms in education;
  • Advise on the design of INOVASI's national and provincial level Temu INOVASI events;
  • Advise on the approach to media coverage for INOVASI's key events;
  • Help ensure that communications products and events are compliant with Palladium and DFAT standards and policies - and that child protection and GESI principles are streamlined across all INOVASI communications activities;
  • Support finalization of English language materials for DFAT audiences;
  • Other duties as may reasonably be required by the INOVASI Program Director or Deputy Program Director - Learning, and consistent with the incumbent's qualifications and experience.
Required Qualifications:

The International Communications Advisor will possess the following qualifications and experience:
  • Degree in the fields of Social Science, Development Studies, Communication and Media, Public Relations or related subjects;
  • Extensive relevant work experience in the communications and media and /or education advocacy and promotions;
  • Track record of working on or with development programs (preferably donor funded) and understanding of donors' communications priorities (preferably DFAT);
  • Experience establishing contacts and networks within local, national and International (Australian) media outlets;
  • Strong interpersonal skills and proven record of strong stakeholder relations, with ability to work in sensitive situations and challenging policy environments;
  • Excellent presentational and writing skills including use of digital technologies, social media tools and multi-media technologies;
  • Demonstrated project planning and organizational skills, ability to work to tight deadlines and handle multiple concurrent activities;
  • Knowledge of the Indonesian government and its development priorities is preferred;
  • Excellent written and verbal communication, liaison and interpersonal skills; and
  • Fluency in written and spoken English is required, fluency in Bahasa Indonesia is preferred.
