Qualifications
Purpose of consultancy
To support the Secretariat of the Health Policy Agency (Badan Pembangunan Kesehatan/ BKPK), particularly on how to establish and strengthen the health policy research system in the country for evidence-based policymaking. The activities would include, but not limited to, conduct of situation analysis on the evidence-informed policymaking ecosystem in Indonesia, including mapping of stakeholders; drafting of related concept notes, such as those articulating BKPK’s mandate, roles, and regulatory framework; development of strategy/blueprint for the streamlined functions of BKPK; support for the development of knowledge management repository; and communication with internal and external stakeholders.
Background
On 21 August 2021, in line with the Regulation of the President of the Republic of Indonesia no 78-year 2021, the National Research and Innovation Agency (BRIN) was appointed as the agency responsible for the development, assessment and implementation of research in the country. The regulation resulted to transformation in the research agencies in Indonesia. The National Institute of Health and Research Development (NIHRD) which was previously under the Ministry of Health was shifted to BKPK, which now has the new mandate to carry out the formulation and provision of health development policy recommendations in accordance to Minister of Health Regulations number 5-year 2022.
The changes in the research stewardship in Indonesia brings an impact to the leadership and mandate of research agencies. With the new mandate of BKPK, there is a momentum and a critical opportunity to set up a robust framework and clear roadmap for the growth and sustainability of evidence-informed policy making environment in Indonesia. This technical assistance proves important as the research leadership and coordination in Indonesia are undergoing timely transformation.
Deliverables
Deliverable 1: Situation analysis of the national evidence-informed policymaking ecosystem
- Support coordination and management of internal and external preparation meetings
- Drafting of relevant concept notes and discussion papers, such as those related to BKPK’s mandate, roles, and regulatory framework
- Conduct of situation analysis using mix of appropriate methods, such as but not limited to mapping of stakeholders, desk review including review of (BKPK) business processes, and conduct of complementary focus group discussions/consultations with BKPK units and other key stakeholders
- Drafting of final country situation analysis report
Deliverable 2: Roadmap/Blueprint for Health Policy Agenda for health policy research system in Indonesia
- Support coordination and management of internal and external meetings and stakeholder consultations
- Drafting of relevant concept notes and discussion papers
- Analysis of inputs and drafting of roadmap/blueprint for the health policy research system in Indonesia
Qualifications, experience, skills and languages
Educational Qualifications:
Essential: University degree in science, public health, policy, administration/management or equivalent
Desirable: Postgraduate degree and/or additional qualifications in public health, global/international health, policy development and analysis, or equivalent
Experience
Essential: Minimum three (3) years of work experience in public health, global/international health, policy development and analysis, or related fields
Desirable: Work experience with Ministry of Health, UN agencies, international organizations and reputable research institutions
Skills/Knowledge:
Essential: Coordination and management; knowledgeable on health systems, global/international health, health policy development and analysis, evidence-informed policymaking; capacity to plan and conduct stakeholder consultations; ability to quickly establish rapport with various teams and promote coordination across stakeholders; good communication skills
Languages and level required (Basic/Intermediate/Advanced):
Essential: Written and spoken fluency in English is essential.

May need to travel within and outside Jakarta occasionally
Remuneration and budget (travel costs are excluded):
- Remuneration: NO A; monthly remuneration between IDR – 43,687,000 to IDR 57,799,000
- Expected duration of contract: 6 months

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
- This assignment is subject to local recruitment and will be filled by persons recruited in the local commuting area of the duty station/assignment location.
