Background:

The Australian Regional Trade for Development (RT4D) Facility is an AUD46 million Australian Government initiative that will support effective implementation of the ASEAN-Australia-New Zealand FTA (AANZFTA) and the Regional Comprehensive Economic Partnership (RCEP) to secure predictable, transparent, and market-based frameworks for regional trade and investment. FTA implementation is occurring within a context of shifting geostrategic relationships and the ongoing impacts of COVID-19. RT4D commences in a period of regional political and economic change, recalibration of national trade agendas, and uncertainty of the global power balance.

RT4D’s headquarters will be co-located in Jakarta and Hanoi and satellite presence in Phnom Penh and Vientiane.

Australia’s economic cooperation support under the ASEAN-Australia-New Zealand FTA (AANZFTA) and the Regional Comprehensive Economic Partnership (RCEP) represents an opportunity to investigate, document and demonstrate how trade programming that integrates gender equality can operate practically through the establishment of a Trade and Gender Equality Incubator (TGEI) as part of Australia’s Regional Trade for Development (RT4D) Facility.

Job Description:

·In collaboration with the Facility Director and technical advisors, develop initially, and update annually, a GEDSI strategy for the project;

·Contribute GEDSI and trade-related reporting to annual and biannual reporting required by DFAT;

·Act as a critical connector between the Trade and Gender Equality Incubator (TGEI) and wider RT4D services, issues, opportunities and updates within the ASEAN GEDSI and trade space;

·Identify partners to help meet RT4D’s GEDSI objectives;

·Collaborate with technical staff, government partners and project stakeholders to integrate GEDSI concepts into the design, implementation, and monitoring of all project activities;

·Draft text on GEDSI activities for inclusion in project reports;

·In collaboration with other technical experts and under the guidance of the Facility Director, identify successful project GEDSI interventions, showcase the project in learning events, publications, and a shared website portal;

·Identify GEDSI targeted activities and support their design and implementation, drawing on regional and international practice and evidence;

·Provide an independent GEDSI assessment of all strategic plans and activities submitted for approval; and

·Deliver training/capacity building on GEDSI sensitivity, the importance of GEDSI in development and trade, GEDSI integration tools and techniques, gender analysis, and M&E.

Qualifications:

The GEDSI and Trade Manager is expected to possess the following qualifications and skills:

· Five (5) or more years of progressively responsible experience integrating gender, disabilities, and social inclusion into trade-/investment/economic-growth project activities;

· Bachelor’s degree required (Master’s preferred) in gender studies, sociology, economics, business administration, or a related field required;

· Understanding of the socio-economic situation in ASEAN as it relates to GEDSI programming;

· Demonstrated experience in planning and management of multi-year activities, including reporting both data and narrative results of progress;

· Excellent verbal and written communications skills in Bahasa Indonesia and English;

· Ability to maintain productive relationships with a diverse set of key stakeholders and staff;

· Experience working with DFAT-funded projects strongly preferred; and

· Preferred from the ASEAN region.
