Position Summary & Job Purpose:
Tetra Tech was awarded the USAID Sustainable Energy for Indonesia's Advancing Resilience (SINAR) project from January 2021 to January 2025. SINAR seeks to advance Indonesia's development goals in expanding reliable and equitable energy services necessary for sustainable development and inclusive economic growth. To achieve this goal, SINAR will focus on the following areas: 1) Accelerating deployment of advanced energy technologies, 2) Improving performance of energy utilities, 3) Applying procurement best practices, and 4) Establishing an institutional framework and capacity for energy sector transformation. By achieving this goal, USAID will contribute to Indonesia’s Sustainable Development Goals and 2020-2024 National Medium Term Development Plan.
SINAR is recruiting for a resident post of Operational Director to design, develop, lead, and implement project operations strategy for SINAR project. This position will lead the SINAR operation team (Finance, Human Resources, Administration, IT, Contracts & Grants, and Procurements), forging strong relationship with senior management, strategic planning, and monitoring to ensure compliance to SINAR operation plan.
Position responsibilites:
- Manage all operational aspects of the project and supervise all operations staff.
- Oversee all local recruitment, hiring, onboarding in coordination with the home office human resources team.
- Develop and enforce project specific guidance based on corporate policies and USAID regulations on office operations, procurement, finance, travel, health safety and security among others.
- Lead all procurement of goods and services including drafting solicitation documents, conducting market research and competitor analysis, preparing evaluation memos, preparing contract requisition forms, negotiating budgets with subcontractors and other actions required.
- Liaise with USAID, subcontractors, and vendors on all operational and logistical matters.
- Oversee all project financial matters including develop, maintain, monitor or review project budgets, financial trackers, financial reports, accounts payable vouchers, subcontractor, consultant and client invoices for accuracy, compliance with home office finance guidelines and US Government financial management regulation and to identify risks and mitigate cost overruns.
- Participate in and respond to the US government during audits and financial reviews.
- Manage corporate registration and ensure tax filings to remain in compliance with local laws.
- Keep detailed inventories of the project funded assets and prepare regular reports for USAID in accordance with US Government and home office guidelines.
- Train local staff on required home office and US Government regulations, policies, and procedures.
- Support the senior management in the design, development and implementation of the Work Plan requested by the client.
- Will make sure the deliverables developed under its Objectives meets Tetra Tech’s expectation of the Quality Assurance Surveillance Plan.
- Bachelor’s degree in a relevant field such business administration, finance, or international development
- Minimum of 10 years managing operations on a USAID funded project
- Knowledge of the USAID rules and regulations
- Demonstrated knowledge, skills, and/or experiences in finance, budgeting and procurement
- Supervisory experience on USAID projects specifically managing a team of cooperating country national staff
- Experience working as a resident advisor on a USAID project
- Experience working in post conflict countries
- A proven record of strong administrative and organizational skills, decision-making, leadership, interpersonal skills,
- Proven ability to handle multiple complex tasks in a fast-paced, deadline-oriented environment
- Excellent leadership skills including strategic thinking, decision-making, oral and written communications, ability to motivate and collaborate with others to achieve team goals
- Fluency in English (reading, writing and presentation skills)
- Excellent writing. Able to communicate complex information and deliver verbal and written messages effectively. including being a strong writer and articulate speaker
- Good analytical and problem-solving skills.
- Indonesian national
- Familiarity with USAID procedures and practices for quality control, including monitoring.
