PURPOSE OF ROLE
POD Department has strengthened the talent acquisition process through various improvement in recruitment process and procedures to support the organization in providing best fit human capital needs in a quality and timely manner. These are including strategically reinforcing of Talent Acqusition Management which includes non-staff with particular expertise in response to the short-term needs of the organization.
To strengthen the above commitment, POD is hiring a Recruitment Specialist whom will be focusing in co-lead the management and implementation of an end-to-end talent recruitment as mentioned above including, Employer branding, Volunteer and Internship Program, as well as efficiently identify, attract and hiring top talent staff, non-staff, volunteer and intern in the various position, beyond the current/regular recruitment managed by HR Operations teams, as needed by program/project/business unit.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY
Recruitment Process Management :
- Responsible for end to end recruitment process including facilitate and lead interview sessions
- Acts as a single point of the contact for talent resourcing in all Department or business unit
- Work closely with HR Operations Manager in offering process to ensure parity within the organization and conduct offering process with issuing the conditional offer letters
- To ensure all the recruitment process is followed properly in timely manner, including the vetting check, reference check and any other pre-conditions required based on the set standard and is compliance with Save the Children’s policy & procedure
- Analyse the data of talent needs and advise solutions for best practice of recruitment process
- Ensure that all documentation related to recruitment is well filed accordance to data management procedure
- Ensure that recruitment process is aligned with Safer Recruitment Policy
- Oversee the generation of timely and accurate reporting and documents, including compiling reports, on recruitment of Pool of Talent, as well as Volunteer and Internship.
- Provide support & guidance required to the hiring managers for non-staff recruitment, including volunteer and intern
- Lead the recruitment process for individual consultants for both domestic and overseas
- Clarify roles and responsibility of consultants in the contract formulation, drafting and negotiation including rates, terms of payment, benefits, completeness relevant paperwork, etc. to ensure compliance with Save the Children’s policy and procedure. This involves direct communication with relevant departments, users and consultants
- To ensure all the recruitment process is followed properly in timely manner, including the vetting check, reference check and any other pre-conditions required for non-staff based on the set standard and is compliance with the Save The Children’s policy & procedure
- Ensure the consultants payment are tracked and paid in timely manner with appropriate approval from Hiring Managers
- Ensure consultants’ withholding taxes are administered and reported to tax office based on the tax paperwork from the payroll service provider
- Ensure that a relationship with third party (consultant etc.) is maintained and assure that all agreements with them are in line with prevailing Save The Children’s regulation
- Ensure consultant management system and database is developed, maintained, updated and reported in timely manner
- Seek assist in the resolution of conflicts/claims within the terms and conditions of the contract in case of poor performance or non-compliance with contractual obligations
- Update & maintain Individual Consultant database
- Ensure Field Offices are connected and equipped with adequate systems and procedures for getting recruitment and consultancy-related support as needed
- Work closely with the Program Managers and ensure quality and proper documentation/processes of the field-level recruitments
- Completing paperwork for new hires and in collaboration with other HR Operation team to arrange staff and non-staff onboarding process (job offer, working agreement, and other relevant documents as required).
- Responsible in reviewing the working agreement and prepare the adjustment as required
- Work closely with Finance team to ensure the establishment of payment process in accordance with the compliance in which can also be agreed upon by all parties.
- In collaboration with ACCM Department to manage volunteer and internship programs.
- Work closely with resource mobilization function (intern and volunteer) and leveraging partnership.
- Working collaboratively with other HR function to support the programs / initiatives
- Participating in Employer Branding initiatives and promoting the company's reputation and attractiveness as a good employment opportunity
- Participating in recruitment events, such as career fairs, preparing information packets, and gathering information from suitable candidates.
- Attracting suitable candidates through databases, online employment forums, social media, etc.
- Working with the National Safeguarding Specialist to ensure that a strong Safeguarding system is in place
- Ensure that all related Pool of Talent are receive adequately Safeguarding

Competencies
QUALIFICATIONS AND EXPERIENCE
Bachelor’s degree in human resource management, Psychology or a similar field. Preferably master’s degree in human resource management.
Essential:
- At least 5 years' experience in a talent acquisition role and managing or coordinating end-to end recruitment projects and/or talent pools, including but not specific to sourcing, candidate screening, interview coordination and background checks.
- Good knowledge of HR best practices and recruitment strategies.
- The ability to design and implement recruiting strategies.
- Strong team coordination skills - able to provide updates to hiring manager in a timely manner and clearly communicate project priorities with multicultural team.
- Solid knowledge of HR tools, such as applicant tracking systems, as well as experience with recruitment processes and databases .
- Highly computer literate with capability in email, MS Office and related business and communication tools.
- Tech savvy in social media multi-channel platforms
- Excellent knowledge of job posting sites and professional social media platforms such as LinkedIn.
- Excellent interpersonal and communication skills (written and verbal).
- Good decision-making and problem-solving skills.
- Excellent time management skills.
- The ability to thrive in a fast-paced environment.
- Works well under pressure and meets tight deadlines.
- A working knowledge of employment law and legislation
- Experience in a customer service role, particularly in an international, cross-cultural setting
- Having experience build networking in education institution or government (local/national)
- Able to create a content for promotion /branding
