The Environment, Natural Resources and Blue Economy Global Practice (ENB GP) is located within the World Bank's Sustainable Development Practice Group. We provide expertise, technical assistance and financing to help low- and middle-income countries manage land, sea and freshwater natural resources in a sustainable way to help create jobs, improve livelihoods, enhance ecosystem services, decrease pollution and increase resilience to climate change! Over 360 ENB staff working across the globe help set developing countries on a clean, green growth trajectory for resilient economies and healthy communities.

ENB has five key business lines consisting of lending and non-lending services in (1) Forests, Landscapes and Biodiversity; (2) Blue Economy; (3) Pollution Management, Environmental Health and Circular Economy; (4) Environmental Economics, Policies and Institutions; and (5) Environmental Risk Management.

ENB has three broad and distinct functions:

1.Provide clients with lending and non-lending services aimed to support the GP's key business lines

2.Support effective environmental risk management and sustainability by managing risk at the project level and creating opportunities to advance sustainable development, in part through the implementation of the World Bank's environmental risk management policies; and

3.Work closely with other sectors to mainstream environmental considerations into their policies, strategies, and operations.
The SEAE1 unit, covers three country units (China & Mongolia, Indonesia & Timor-Leste, and Papua New Guinea & Pacific Islands). We are one of two ENB units in the East Asia and Pacific Region (EAP) and comprise around 40 staff, with 70 percent based in Country Offices. The rest of the team is based in Washington DC.

Indonesia Country Context

The Indonesia program comprises 43 active projects with a total commitment of $ 8.7 Billion! This includes projects covering agriculture and rural development, energy and infrastructure, social development, social protection, disaster risk reduction, and climate change adaptation, as well as a significant ENB lending and policy advisory program focused on fisheries, forestry, natural resource management and pollution management, with eight projects with a total lending value of $674 million. The Jakarta ENB team supports activities in Timor Leste, including environmental risk management functions and one analytical activity on blue economy.

Our Indonesia country office has approximately 150 staff, including about 13 experienced ENB staff and 3 ETCs, and a Program Leader who provides 50% technical support to the ENB program, providing a vibrant, collegial working environment.

The position:

Internationally recruited staff are remunerated on an international pay scale and are expected to move to assignments in different regions approximately every four years. The Lead Environmental Specialist will report to the Practice Manager, Environment, Natural Resources and Blue Economy for East Asia/SEAE1 based in Singapore.

Duties and Responsibilities:

Working in close collaboration with the Environmental Risk Management Focal Point, Program Leader and other colleagues from ENB and other units, the Lead Environmental Specialist's responsibilities will be to lead the overall ENB operational and analytical work program and team in Indonesia, and serve as the key technical focal point on “green” issues including those related to forestry, sustainable landscapes management, and REDD+. They will work according to an annual work plan, adjusted periodically as necessary.

The Lead Environmental Specialist's responsibilities will include the following:

Country and ENB sector engagement dialogue:

i. Lead and support strategic dialogue and business development in Indonesia and Timor Leste, working across all ENB business lines.
ii. Provide intellectual leadership and technical expertise on sustainable landscapes, nature, REDD+ and climate change.
iii. Lead ENB inputs to preparation of country strategy products (SCD, CPFs, PLRs).
iv. Maintain and build close relations with government, development partner and key private sector counterparts, keeping them informed on World Bank activities on relevant topics and provide local and global perspectives and insights.
v. Advise clients in the Government and staff on environmental, natural resource and climate change policy and technical matters.
vi. Represent the Bank on environmental topics at high-level speaking events and engagements.
vii. Working with the Country Environmental Risk Management Focal Point, support in-country environmental risk management oversight, thematic reviews, and disseminate lessons learned.
viii. Assist in the coordination, design and delivery of knowledge management and training activities.

ENB Indonesia/Timor Leste Program Strategy and Coordination:

i. Support the Practice Manager in the WPA preparation and discussion with CMU.
ii. Provide strategic leadership to the ENB team in Indonesia and ensure strategic alignment across ENB program.
iii. Maintain close relationship with, and provide support to, the CMU regarding ENB topics and activities, including through briefing notes.
v. Lead/coordinate ENB feedback and inputs to products/outputs being developed (for Indonesia/Timor Leste, regional and global products)
vi. Participate in CMU Leadership Team meetings, coordinating closely with the SD Sector leader.
vii. Maintain and build a positive working environment for the ENB team, including coaching and/or mentoring of staff, and lead or contribute to team-building activities.

Lending:

i. Lead/contribute to ENB operational engagement in Indonesia/Timor Leste with primary focus on sustainable landscapes, nature, climate change and REDD+, drawing on a range of lending and grant financing. This involves preparation and implementation of complex and multi-sectoral operations with investment , innovation and policy elements, in collaboration with a diverse range of internal and external stakeholders.
ii. Co-lead or be a technical team member on operations led by other GPs and PGs including IPFs, PforRs and development policy operations.
iii. Conduct timely project preparation, implementation support missions, and reporting; catalyze project disbursement; and provide technical leadership on ENB-related topics.
iv. Coordinate operations with development partner activities and development partner technical assistance.
v. Support the Practice Manager in ensuring portfolio/pipeline quality and development of new business.

Non-Lending:

i. Mobilize grant and/or climate co-financing for IBRD/IDA operations or standalone grant financing.
ii. Task lead the preparation and implementation of complex grant-financed operations.
iii. Provide strategic and technical leadership of programmatic ASAs/deliverables that span a range of environmental and NRM topics.
iv. Co-lead or be a technical specialist on the PASAs or ASAs led by other GPs and PGs.

Selection Criteria
  • Advanced degree (PhD or Masters) in environment or natural resource economics or management, forestry, environmental science, engineering, or other related field with at least 12 years of full-time professional experience in outlined areas.
  • Track record of leading preparation and implementation support of a range of lending operations, and policy relevant analytical work demonstrated by, for example, publications in peer-reviewed journals that have been applied, directly or indirectly, to policymaking.
  • Acknowledged technical and thought leadership (inside and outside the Bank) on forest landscapes, biodiversity and/or climate change.
  • Demonstrated strategic engagement experience with multidisciplinary teams, and senior-level government, private sector, NGOs, international organizations, and/or development partners.
  • Demonstrated ability to lead high-quality analytical tasks that include environment-related data and information, linking those analyses to country development priorities and economic impacts.
  • Operational experience in at least two regions or a combination of regional and corporate assignments.
  • Field experience, relevant pre-bank field experience in an international development institution will be considered.
  • Demonstrated network of research collaborations inside and outside the Bank.
  • Strong client orientation, ability to work effectively and collaboratively with multiple disciplines and operational staff.
  • Proven track record of on-time delivery of complex and high-profile tasks.
  • Demonstrated skills in team leadership and teamwork, including coaching, mentoring and motivating staff; contributing to the work of others, putting the team first, and resolving conflicts.
  • Demonstrated combination of analytical rigor and practical and solution-oriented approaches.
  • Excellent oral and written communication skills in English, including a proven record of successfully delivering presentations and speeches at international fora.
  • Willingness to travel extensively in East Asia is necessary, including to remote rural areas.
The following would be an advantage but not required:
  • Experience working in East Asia, understanding of the institutional and political context, and exposure to the national environmental policy challenges.
