Position summary & job purpose:

Tetra Tech, Inc. is implementing a 5-year technical assistance project in Indonesia for the U.S. Agency for International Development called Sustainable Energy for Indonesia's Advancing Resilience (SINAR). We are seeking a senior utility industry professional that is a legal resident of Indonesia or willing to relocate to Jakarta, Indonesia for a 3 to 5-year assignment. Tetra Tech will provide relocation and resident allowances based on USAID regulations.

Tetra Tech is seeking a full-time, resident senior electric utility management professional to plan, manage and supervise technical services to the Indonesian national, vertically integrated utility company PT Perusahaan Listrik Negara (PLN) and Government of Indonesia (GOI) regulator, namely the Ministry of Energy and Mineral Resources (MEMR), Directorate-General for Electricity. The SINAR project is on-going. The position will be based in Jakarta, Indonesia for a minimum of three years beginning as soon as possible.

Position responsibilities:
  • Advise PLN and GoI relevant decision makers to define, clarify and educate on the challenges and benefits of utility modernization and the utilization of advance energy systems
  • Design and manage the implementation of an annual work program to improve the institutional capacity and performance in utility system planning, procurement and operation for generation, transmission and distribution.
  • Provide expert advice to PLN directors, senior managers and MEMR relevant decision makers about international experience in utility technical and financial performance, standard business practices, technical standards and specifications, power system analysis modeling, asset management, revenue requirements, finance and regulatory reporting.
  • Create partnerships with stakeholders in the utility and broader energy community of stakeholders in Indonesia to include in the SINAR work program
  • Organize and participate in delivering training programs and coaching of utility professionals and electric utility regulator including utility internships and overseas training.
  • Advise and develop initiatives to proactively drive the development and implementation of the national Smart Grid development roadmap and integration of energy storage and variable renewable energy in national generation mix and operations.
  • Supervise power system planning, operation, and technical analyses using commercially available power system software and simulation tools, including coaching PLN in their use.
  • Manage and work with a team of specialized subcontractors, full time SINAR project staff and part time experts to deliver the work program.
  • Oversee the process of identification, feasibility assessment, design, procurement, installation and commissioning of pilot demonstrations projects
  • Planning, implementation and reporting on the progress of all activities under the Improving Utility Performance objective of SINAR
  • Collaboration in cross functional team environment with other SINAR objective leaders.
  • Communicate and prepare/give presentations at all levels of PLN, MEMR, and USAID, as well as in public events and forums as needed.
Essential KSA's required (experience, skills, education, certification, etc.):
  • Advanced degree in engineering, management, business or finance and 15 years of professional experience in the electric utility industry, or bachelor’s degree and 20 years of relevant experience.
  • Experience in project design, work planning, supervising and developing technical work, and reporting on USAID or other donor-funded energy sector projects.
  • Familiarity with utility-related generation, transmission, and distribution functions and interactions
  • Experience working in a vertically-integrated- electric utility, power system operator, or utility engineering services company.
  • Experience on the utility transformation process from traditional vertically-integrated to unbundled and competitive open market operation.
  • Experience in creating content, projects studies, analysis, materials and managing a team focusing on utility performance/power system operations.
  • Working knowledge of utility planning and power system operation improvement, e.g., power system reliability, safety, resilience, fuel efficiency, power quality, power outage prevention and restoration, and grid integration of renewable energy.
  • Working knowledge of the various generation mix technologies, their constrains, benefits and requirements, both technical and financial.
  • Working knowledge of utility financial performance improvement, including cost of electricity services, least cost generation planning, loss reduction, procurement strategy, revenue requirements, cost recovery, rate design, tariff methodologies, metering-based load forecasting and planning, return on investment and other financial performance indicators.
  • Proven ability to collaborate in a cross-functional team environment.
  • Experience in designing, creating, and delivering both classroom and on-the-job training for different functional areas and at different levels within a utility company and/or government regulatory agencies.
  • Effective presenter to utility executives, senior managers and government officials.
Valued but not required KSA's:
  • Experienced in smart grid technologies such as automation and battery energy storage systems.
  • Experienced in analyzing utility regulations and representing the utility in regulatory proceedings.
  • Familiarity with power system simulation and optimization software and analyses
  • Working knowledge of Bahasa Indonesian language.
  • Familiarity with USAID/donor procedures and practices for project and work development, quality control, monitoring, evaluation, and learning.

Physical demands & work enviornment:
  • Occasional travel around Indonesia is required, inclusive of remote islands, power infrastructures and unprepared terrains.
