BACKGROUND

In 2013, Save the Children Indonesia, through the Sponsorship program- extended its intervention in Sumba island, Eastern Indonesia, for fifteen-year program implementation. The program covers two districts of West Sumba and Central Sumba, consisting of 11 targeted sub-districts with the interventions on five core programs of Early Childhood Care and Development (ECCD), Basic Education (BE), School Health and Nutrition (SHN), and Adolescent development (AD and MNCHN (Maternal, Newborn, Child Health and Nutrition) started in the mid-2018.

Violence against women and girls across Indonesia remains pervasive, with one in three experiencing violence in their lifetime. Data from the national commission in 2018 stated that violence against women within households is the highest form, with a rising trend of marital rape, as women feel more confident to report. Violence is yet to be prohibited by law in all settings.

Children are also not immune from violence in their daily lives. According to the Local Child Protection Agency (LPAD), within the last five years, more than 500 cases of violence against girls have been reported, half of which is sexual violence cases. Also, according to the data from the Department of Women Empowerment and Child Protection in Sumba Barat Region (2020), in 2019, 28 violence against women and 32 cases against children were reported. However, those numbers are only the tip of the iceberg. Violence cases in Sumba are underreported because (a) people think that violence is normal in daily life, with no need to report it; (b) they are afraid and ashamed to report it; (c) they do not understand the reporting mechanism; and (d) they have limited knowledge about violence and gender-based violence.

In the last 3 years, Save the Children already implementing Gender and CP in West Sumba and Central Sumba to reduce gender-based violence against children by increasing gender awareness and by strengthening school-based referral mechanisms in Sumba

Gender and CP consultant will be responsible for supporting implementing partners in implementing Gender Equality and Gender Bias Violence project in West Sumba and Central Sumba. The consultant will guide and facilitate the implementation and delivery of the program outcomes. The consultant will be based in the West Sumba Office and will collaborate closely with National CP Advisor, Gender Advisor, Sponsorship program coordinators, and Sumba Field Manager.

OBJECTIVES * To provide strategic advice and support to partners' staff to ensure that the partners meet Gender and CP strategic Goals
  • Provide technical assistance and technical advices for Sponsorship program implementation to ensure that all sponsorship programs align with the Sponsorship CASP module and meet the quality standard
  • Support the development and facilitation of joint working to ensure the delivery of and engagement on key priorities and projects within the Single Integrated Plan.
  • Lead the design and implementation of the evaluation process to assess the Gender and child protection program's effectiveness on a bi-annual and annual basis. Results will need to be collated and analyzed and an action plan for improvement will be developed from the findings. Progress against the action plan will need to be monitored and reported every quarter.
  • Build networking and the coordination and ensuring issued, collated, and analyzed quarterly.
  • Develop the Implementing Partner capacity-building curriculum and provide technical support to ensure partners can implement the Gender and CP program in consultation with with Gender and Child Protection TAs
  • Responsible for producing regular narrative progress and impact reports in terms of activities, implementation and progress against indicators and outcomes and providing Managers with the necessary information for the production of reports.
  • In cooperation with MEAL Specialists, monitor partner project staff's capacity and provide technical capacity on-site and training as required and consulted with project team and TA.
  • Maintain regular communication with National CP and Gender team to ensure coordination and access to technical assistance.
  • Contribute to the design and analysis of relevant program studies of Gender and CP program (baseline, mid - term, evaluation)
  • Contribute to country program development as required (e.g proposal, Country Office strategic planning).
  • Assist Sumba Field Manager in developing Sponsorship Annual Report and Sponsorship Annual Plan related to gender and CP program.

QUALIFICATIONS AND EXPERIENCE * Bachelors University Degree or equivalent in a relevant field.
  • A minimum of five years of relevant work experience managing a gender and child protection portfolio
  • At least five years of work experience with non-government organizations in the areas of education or related field
  • At least five years of experience in managing programs with international NGOs.
  • Able to travel occasionally to project sites.
  • Excellent communication, interpersonal, and negotiation skills and strong verbal and written communications skills in Bahasa Indonesia and English
  • Proven skills in project/program development and report writing
  • Good analytical and conceptual thinking
  • Good team facilitator and member
  • Willingness to stay in remote locations and travel at times in difficult conditions
