Job Description

Within our Agriculture, Forest and Land Use (AFOLU) Program, we envision critical ecosystems such as forests and peatland across Indonesia to be governed fairly and sustainably. We intend to achieve this through safeguarding the remaining forest and peatland from deforestation, degradation, and fragmentation; maintaining forests and peatland quality through sound stewardship; and restoring degraded ecosystem to improve its productivity, conservation value, and ecosystem services.

To effectively safeguard the remaining forest and peatland, WRI Indonesia champions the use of technology solutions such as our cutting-edge Global Forest Watch platform to strengthen forest monitoring through publicly-accessible and actionable forest data and insights. To this end, one solution that WRI Indonesia wants to offer is promoting the commitment of palm oil industries to prevent deforestation and peat degradation throughout palm oil supply chain. This is undertaken by developing and scaling up Landscape Monitoring tools, to identify important places that are likely in non-compliance with companies' no deforestation commitments. In the end, the monitoring tools will not only beneficial for companies to monitor their commitments toward deforestation and peat degradation, but also government and other relevant stakeholders. WRI Indonesia will achieve this through catalyzing a unified and transparent land use planning and monitoring system that is accessible to all land use stakeholders.

Job Highlights

The GIS Consultant will work under the Landscape Monitoring Project, both in national and targeted sub-national level, and will be based in Bener Meriah District, Aceh, with possible travel to Banda Aceh. He/she will assist the Forest & Commodities team in providing strategic and technical support for the implementation of Landscape Monitoring project and supporting other project in Aceh. The main task of the work is to generate and analyze deforestation alert as well as coordinate with relevant stakeholders in the finalization and the implementation of Landscape Monitoring tools. He/she will also conduct engagement and coordination with key local stakeholders to support the project. Reporting to Project Lead for Forest and Landscape Monitoring, he/she will coordinate with the WRI Regional Team, WRI Indonesia Forest & Commodities team, WRI Global, and other key personnel for the period of his/her scope of work. The work will span for 6 months probability of extension, focusing on selected deliverables as agreed by WRI Indonesia.

Job Responsibilities

The consultant main areas of responsibility will include the following:

Technical Works and Research
  • Generate bi-weekly prioritized deforestation alert and area based on the current algorithm (Spatial Analysis)
  • Analyze the prioritized deforestation alert for various stakeholder (CSOs, Government and Private Sector)
  • Generate biannual landscape monitoring report for various stakeholder (CSOs, Government and Private Sector)
  • Contribute in development of sharing & response SOP with Forest & Commodities team
  • Build and maintain strong relationship with forest management unit or KPH, social forestry groups, agriculture agency, vendors, and other key relevant stakeholders in arranging activities related to Landscape Monitoring Project
Coordinate with Forest & Commodities team to ensure the effectiveness and efficiency in accomplishing the project objective * Generate annual report and provide recommendations to Forest & Commodities team regarding accomplishment of the work plan
  • Provide capacity building and technical assistance to relevant agencies of the Government, forest management unit, community and other institution on GIS, forest monitoring and land use change detection
  • Coordinate with Regional team in development of participatory mapping SOP
  • Support IPLC program in Aceh province through delivering GIS trainings and workshops, developing training material.
  • Perform such other duties as may be assigned.
Project Management and Communication
  • Liaise closely with Forest & commodities team and coordinate with regional team for technical and operational aspects of landscape monitoring program
  • Support Forest & Commodities Senior Manager and senior program lead to actively communicate relevant programs and activities, and liaise closely with key government agencies, the partners implementing similar programs, as well as civil society organization.
  • Develop minutes of meeting, travel report, and other relevant documents to support the implementation of WRI Indonesia's activities.
  • Contributes in the development of methodologies, data products, tools, platform and other knowledge products.
  • Support the Forest & Commodities Senior Manager in developing quarterly report, working paper, and other communication materials.
  • Coordinate with Indigenous peoples and local communities (IPLC) project and Regional team to implement of the landscape monitoring program
Qualifications
  • Legally able to work in Indonesia
  • Bachelor's degree in geography, geodesy, forestry, or any other related field.
  • Studies, interest, or experience working on environmental issues and specifically forest or land use issues. Having experience in the palm oil sector is a plus.
  • Minimum 1-2 years of full-time work experience in GIS field.
  • Proven extensive experience in geospatial analysis using GIS software
  • Ability to communicate clearly, as well as express ideas in structured manner, both verbally and in writing.
  • Ability to manage professional relationships to effectively communicate with people at all levels and from various backgrounds.
  • Highly organized and systematic with strong time management skills and ability to juggle competing priorities and deadlines required.
  • Detail-oriented and organized thinker.
  • Excellent oral and written communication skills.
  • Professional fluency in Bahasa Indonesia and English.
  • Knowledge of Microsoft Office Suite is imperative.
  • Highly responsible and self-motivated.
Deliverables * Monthly consolidated report on delivery, achievement, and lessons learned
  • products/results of the works, such as reports, catalogues, data, procedure, forms, photos, and other documentation as indicated in the table of deliverables below.
  • Prioritized deforestation alerts (bi-weekly)
  • Verify, assign, and deliver prioritized deforestation alerts (bi-weekly) to stakeholders
  • Report and analysis of prioritized deforestation alerts (bi-weekly)
  • Report of the project progress (biannual)
  • Develop SOP of Sharing & Response
  • Recommendations on automated version of landscape monitoring system
  • Development of landscape monitoring stakeholders' networks
  • Strategic recommendation by the end of the projects
Duration

The works will span within 6 (six) months period, expected to start in October 2022. with possibility of extension subject to working progress, individual performance evaluation, and budget availability.

Terms of Payment

Daily rate-based consultant with maximum 18 (eighteen) working days per month

Contract Arrangement

Individual consultancy contract (Part-time, limited term)
