Primary objective
Procurement Manager shall be responsible for the development of the tender packages, qualifications of vendors, performing tenders, evaluating qualification/tender responses, developing procurement strategy and plan for expediting, inspections, transportation, customs clearance, and receiving and storage of materials in oil and gas industry.
Ensure procurement activities are conducted to meet the Contract requirements including terms of Specifications and schedule, and in accordance with the requirements of applicable laws, government regulations and accepted industry practices and Company specifications.

Specific Accountabilities
  • Preparation and implementation of comprehensive Procurement Procedures and work instructions for Procurement team use.
  • Preparation of procurement plans identifying all key equipment, materials and third-party contract services required.
  • Detailing purchasing/contracting strategy, proposed vendors and budget cost estimates.
  • Preparation of approved vendors list for project and RFQs to vendors.
  • Evaluation of vendor bids and preparation of recommendations for award.
  • Monitor suppliers and (sub) contractors to ensure performance compliance with the agreed terms
  • Monitor project procurement and material tracking and reporting system.
  • Ensuring purchase change orders and variation orders are managed with appropriate approvals.
  • Reviewing and processing of any claims against vendors for unsatisfactory equipment, materials or third-party services.
  • Preparation and issue of relevant procurement reports on a regular basis.
  • Implement and Monitor continuous Improvement Systems and Processes
  • Ensure team operates within specified budgets both man hours and capital costs.
  • Conduct internal procurement group audits to ensure conformance to procedures.
  • Review and approve purchase orders and contracts.
  • Establish relationships with the supplier market.
  • Develop where possible supply agreements with vendors to maximize returns to both Worley and our Customers.
  • Minimize costs through efficient work practices. Develop and promote cost effectiveness of Purchasing
  • Quality Assurance – Responsible for working within the provisions and guidelines of the Quality Assurance system relevant to the BU
  • Safety – Responsible for personal safety safe working practices for the BU, etc. Understand and follow OH&S procedures.
Qualifications

Qualifications
  • Bachelor Degree in related field or construction management with engineering or equivalent
  • Minimum 15 years experience in procurement with overseas experience
  • Minimum 10 years experience in oil & gas / petrochemical industry
  • Minimum 5 years as contract specialist/contract manager in oil & gas industry.
  • Must have experience in all aspects of procurement of materials for oil & gas industry projects including material requisition, bid evaluation, negotiation and purchase order placement, interfacing with engineering and construction department
  • Good knowledge of International Trade Laws and applicable experience in procurement of structural, mechanical, electrical, instrument and control materials, and equipment for major onshore oil & gas.
  • Must have experience in Transportation and importation of goods into South East Asia region.
  • Must have a working knowledge of INCOTERMS, applicable industry practices and applicable regulations to procurement and important of goods
