ROLE PURPOSE
Save the Children in Indonesia, as a part of the Save the Children Alliance, follows the global vision that every child attains the right to survival, protection, development, and participation. We aim to reach impact for children and advocacy and campaign are central to securing lasting change in children’s lives and is a key aspect of Save the Children’s Theory of Change; be the voice – build partnerships – innovate – achieve results at scale.
Save the Children Indonesia focuses on ensuring excellence delivery of advocacy and campaign strategy and policy works to members, donors, and other relevant stakeholders as in the children life ecosystem, in both development and emergency contexts. We need to always strengthen our capacity to voice the rights of children and build a brand- conscious culture. Save the Children translates the intervention areas into 6 thematic programs namely: 1) Health and Nutrition; 2) Education; 3) Child Protection; 4) Child Poverty; 5) Child Rights Governance; 6) Humanitarian and Resilience. In addition, there are various integrated thematic. The thematic program intervention is supported by various function including ACCM (Advocacy, Campaign, Communication and Media) Department. As of 2022, Save the Children Indonesia works in 19 provinces in 20 programs across Indonesia. In achieving the vision, mission, breakthrough 2030, Save the Children Indonesia will focus on advocacy and campaign activity.
In order to be more focused on the advocacy and campaign works in National level, Save the Children Indonesia need to hire a Advocacy and Campaign Manager who will work under direct supervision of Senior Strategy Advocacy and Campaign Manager in Advocacy, Communication and Campaign Department (ACCM) to support the organization in developing and implementing a robust advocacy and campaign strategy, encompassing a mapping of the landscape and the engagement strategy and establishing partnership with key stakeholders.
This will also include support to provide overall vision and direction of Yayasan Save the Children Indonesia’s advocacy and campaign works across thematic areas and ensure that advocacy and campaign are an integral part of Save the Children’s Theory of Change. In addition, support from the Advocacy and Campaign Specialist in the external policy analysis and advocacy strategy development for the National Office (NO) supporting primarily on inequality that will influence government and institutions in changing and/or strengthening the implementation policies and practices to fulfil children’s rights will be also required, under guidance by Senior Strategy Advocacy and Campaign Manager.

KEY AREAS OF ACCOUNTABILITY
Advocacy and Campaign, and Internal Relations
- Developing the effective Advocacy and Campaign Strategy in national level through consultation relevant staffs and Technical Advisors (TA).
- Supporting the development of advocacy and campaign strategy plan, advocacy, and campaign annual report.
- Managing advocacy and campaign strategy action, such as engagement in national and international platforms such as G20, SDG, etc.
- Developing advocacy and campaign paper impact stories, blog, journal of advocacy project.
- Presenting advocacy and campaign best practice in learning event and others
- Managing communication and action in advocacy and campaign with regional, international office under PIC and ACCM.
- Support the analysis benefit of advocacy and campaign investment for organization funding
- Managing integration of advocacy, campaign, communication, and media, as well as advocacy projects.
- Contributing to the development of Save the Children Indonesia advocacy and campaign capability and be the key driver in establishing Save the Children Indonesia as the leader in child’s rights issues in Indonesia.
- Contributing to the establishment of a 6 (six) monthly basis advocacy and advocacy calendar with key moments and key opportunities for advocacy. Be alerted to seize advocacy and campaign opportunities when and as they arise.
- In emergencies, supporting the development of advocacy messages and, if required, a complete advocacy and campaign strategy, in line with Save the Children’s humanitarian procedures and categorization of emergencies.
- Working closely with relevant departments, undertake and/or commission research on specific issues to inform present and future advocacy and/or campaign choices and to build Save the Children Indonesia’s position and coordinate high-quality briefings, letters, and other written material for internal and external use.
- Providing technical support designated advocacy and campaign staff in planning, implementing, voicing advocacy messages, and scaling up the advocacy and campaign works.
- Advocacy and Campaign, and External Relations
- Managing the government relationship on the top level (Director level up to Director General level).
- Delivering message from regional and global to Government of Indonesia (GoI).
- Leveraging good and best practices of the program to influence government at national and sub national level.
- Disseminating message, good practice and best practice of the program into regional and global levels
- Implementing high quality level execution of Advocacy and Campaign event/activities in regional, national and local level.
- Supporting effective advocacy and campaign activity implementation at the national level by ensuring the systems and processes are in place to enable effective advocacy for children.
- Lobbying decision-makers at high level in line with Save the Children Indonesia’s agreed advocacy and campaign messages.
- Working with relevant departments to develop and nurture relations with key advocacy coordination groups across the organizations and ensure that Save the Children Indonesia’s advocacy work in country is informed and guided by Save the Children global campaign strategy, advocacy strategies and the advocacy steer of the Global Advocacy Group.
- Ensuring clear and effective communications between all departments, program, and program/project offices at field level.
- Developing and cultivating strategic relationship with research agencies engaged in advocacy and research works.
- Ensuring that active advocacy, campaign, and external communications are used to influence public opinion and political commitment nationally in support of children’s rights
- Representing Save the Children Indonesia with the government, donors and members at various networks and policy forums as required.
- Contributing to establishing, maintaining, and improving active and regular working relationships with host government authorities, donors and partner agencies, the UN system, and local and international NGOs including other members of Save the Children.
- Support full compliance of CSP at project level, together with their NTT cluster team,
- Understand and comply with CSP and work in coordination with other colleagues and partners to comply with CSP,
- Respond to all CSP concerns expressed or discovered appropriately and effectively in consultation with CSP focal point assigned.
Essentials
- Holding an academic qualification at post-graduate level or equivalent experience on issues directly related to public policy, international relation, economy, communication and other relevant
- Having 5 years substantial experience of child-focused advocacy or advocacy work in a related field, as well as contributing to the development and implementation of advocacy strategies, knowledge and understanding of a range of advocacy techniques
- Being superior written communication skills, including the ability to translate complex arguments into accessible language for a non-specialist audience, and the ability to write articles that would be published in the mainstream press
- Having knowledge and experience of policy research, having written and published policy reports and briefings and evaluating evidence of their impact
- Being excellent verbal communication skills, appropriate for high-level external representation
- Being experienced in effective teamwork and outstanding inter-personal communication skills
- Being experienced in coalition building and working with civil society actors to deliver change
- Having fluency in spoken and written English
- Possessing an understanding of human/child rights and development, international relations and humanitarian emergency response, and trends in donor policy.
- Having good contacts in the relevant field, including the work of professional organizations academic/research contacts, NGOs, UN agencies.
