ROLE PURPOSE
Save the Children (SC) and its partners, Legal Aid Foundation (YLBHI) and TIFA Foundation (TIFA) seek to support the government to protect and promote the human rights of vulnerable groups in response to the impact of COVID-19 in the provinces of West Nusa Tenggara and East Java; through the implementation of HEAL Project (Promote Human rights and Equality to Achieve Sustainability). The project aims to protect and promote the human rights of vulnerable groups in response to the impact of COVID-19; particularly to ensure the rights of vulnerable groups, including children, in West Nusa Tenggara and East Java, are better protected and their rights to government social protection are strengthened. In East Java Province, the project covers three regencies, namely Sidoarjo, Pasuruan, and Gresik. Meanwhile, West Nusa Tenggara Province covers three regencies and one city, namely North Lombok, Central Lombok, East Lombok, and Mataram. The project is supported by the European Union (EU) for 2 years, from 2021 to 2022. The project aims to better protect the rights of vulnerable groups, including children, with a focus on strengthening the right to social protection from the government.
The MEAL Coordinator will be responsible to ensure quality implementation of MEAL activities for HEAL Project. Under supervision of HEAL Programme Manager, She/He will ensure implementation of all MEAL activities both by internal SC as well as its partners. The position will also ensure related outputs meet quality benchmarks, and to ensure the collection and consolidation of quality data & analysis for a wide range of purposes and strategic decision making.
The post holder shares the accountability to build the most positive and affirming work environment possible and ensure that the management, staffing and culture of the organization are suitably aligned with the mission, evolving goals and strategic ambitions aligned with the Membership Accountability Framework.
CONSULTANCY OBJECTIVES
The consultancy aims to support the HEAL project team and partners to lead and coordinate MEAL activities and reporting. The scope of role is as follows:
Lead and coordinate MEAL activities
- Conduct a review or MEAL activities, assessing the strengths and gaps of the MEAL system and developing and MEAL improvement plan
- Coordinate all MEAL activities, ensuring effective and efficient design, planning and implementation of all MEAL related activities
- Technical line management of all Partner’s MEAL focal point, including providing technical supervision, mentorship, and guidance to their roles
- Facilitate strong cross-team and cross-departmental working relationships to ensure effective and efficient implementation of MEAL
- Directly providing or procuring MEAL technical support and advice to project teams and partners as needed
- Support capacity development of MEAL staff, and maximizing their role as technical support providers to project team and implementing partners
- Working effectively with Country Office MEAL team, procuring technical support as needed to support program and advocacy efforts at the area level
- Initiate and coordinate capacity building activities for MEAL and key program staff including identifying external training opportunities, and organizing peer learning group
- Prepare all required data for reporting (IPTT, activity tracker, summary of QB, FRM, KPI trend analysis, data verification and validation)
- Prepare photo, video, brief human story.
- Report of day-to-day activities, including lead and coordinate MEAL activities, technical assistance and capacity building, and reporting.
- Timesheet.
- MEAL data and report (updated IPTT, Activity Tracker, QB, FRM, KPI, learning agenda, project annual report, country annual report, etc.).
- Bachelor’s degree in social science, public health, IMS, Statistic, Social Development, or other relevant study; and master’s degree is preferable.
- More than 4 years working experiences in the NGO with significant experience in knowledge management and learning related activities in development project.
- 4-5 years working experiences in local and international NGO.
- Skilled in MS Office, SPSS or STATA, GIS, digital and remote data collection.
- Strong quantitative and qualitative analytical skills, including experience using analytical software packages such as SPSS, NVivo, Stata, R etc.
- Experience in conducting M & E, program design, research and evaluations in one of Save the Children technical areas (health, education child protection, child poverty and child rights).
- Strong understanding of web-based content management technologies, communication channel, and database management systems.
- Proven experience in establishment of accountability mechanisms. Experiences on knowledge management system is a plus.
- Extensive experiences in managing in oversight the program with the partners.
- Knowledge of project management cycle and experience in project design and proposal development.
- Experience building organizational capacity in monitoring and evaluation and/or training individuals in monitoring and evaluation.
- Strong analytical, writing skills, communication and presentation skills.
- Fluency in written and spoken Indonesian, strong English written and spoken skills.
- Commitment to and understanding of Save the Children’s aims, values and principles including rights- based approaches.
