Project Overview and Role:

Background

The Innovation for Indonesia's School Children (INOVASI) Program is a partnership between the Governments of Australia (GoA) and Indonesia (GoI). INOVASI includes Indonesia's Ministry of Education and Culture (MoEC), Ministry of Religious Affairs (MoRA), the National Development Planning Ministry (Bappenas), and sub-national partners in the provinces of West Nusa Tenggara, East Nusa Tenggara, North Kalimantan and East Java. The Program seeks to identify and support changes to education practice, systems and policy which demonstrably accelerate improved student learning outcomes. INOVASI is managed by Palladium on behalf of The Government of Australia (GOA), through the Australian Department of Foreign Affairs and Trade (DFAT), and formally started on 18 January 2016.

The eight-year program (2016-2023) supports selected government partners (sub-national and national) to identify and understand systemic problems impacting on teaching and learning outcomes in Indonesia and to develop and implement local solutions. The program has three focal areas for investigation: the quality of teaching in the classroom, the quality of support for teachers, and learning for all. Improved student learning outcomes in basic education provide the foundation for a more skilled Indonesian workforce that will drive economic growth and stability.

Primary Duties and Responsibilities:

Since 2020, GoI announced the Joint Decree (SKB) of the Minister of Education and Culture, the Minister of Religion (Menag), the Minister of Health (Menkes), and the Minister of Home Affairs (Mendagri) regarding Guidelines for Implementing Learning in the Second Semester of the Academic Year and Academic Year 2020/2021 during the Pandemic Period Covid-19. The Ministry of Religion Affairs (MORA) issued Decree Number 347 Year 2020 concerning Guidelines for Implementing the Kurikulum Merdeka in Madrasah Education. INOVASI in close coordination and collaboration with MORA East Java and/or Districts has agreed to support madrasah to implement Kurikulum Merdeka and inclusive madrasah.

Purpose of the Position: The Islamic Education Quality Improvement Consultant will provide support to implementation of the Kurikulum Merdeka, and related Islamic education programs (PKB Mandiri, strengthening of monitoring and evaluation capabilities of madrasah supervisors, strengthening of collaboration of MoRA and CSO for Islamic education, etc) as necessary. S/he will also provide technical assistance[1] for MORA/Islamic Education CSOs in planning programs for dissemination and education quality improvement of madrasahs. This position will also support management of the implementation of programs, including preparing, organizing, mentoring, and field visit monitoring of partner madrasahs.

Duties: Under the direction of the Provincial Manager and the Islamic Education Specialist, the Islamic Education Quality Improvement Consultant will: * Organize and facilitate technical assistance for implementation of the Kurikulum Merdeka in madrasah.
  • Working closely with the Islamic Education Specialist, effectively collaborate with the East Java INOVASI team to organize and provide technical support to mentoring programs/activities to ensure effective implementation of programs.
  • Conduct monitoring and mentoring visits to ensure partner madrasah are implementing the Kurikulum Merdeka, and other teaching materials.
  • Provide technical facilitation for MORA/Islamic Education partners to develop MORA/Islamic planning and budgeting to improve education quality.
  • Provide technical support for MORA/Islamic education partner-CSOs, and grantees to develop dissemination/scale out plans and designs including training, mentoring, monitoring, and evaluation.
  • Provide technical assistance for MORA/Islamic education facilitators to implement the Kurikulum Merdeka, and Islamic education programs.
  • Work closely and coordinate with the Islamic Education Specialist INOVASI East Java Provincial Manager, and the INOVASI team to provide progress reports, identify and address challenges, and make recommendations to improve the Islamic education program.
  • Conduct other activities as requested by INOVASI East Java
[1] Workshop/training, advocacy, FGDs, coaching, etc.

Required Qualifications:
  • Solid knowledge of and strong capability in implementing Islamic education programs.
  • Good knowledge of the Ministry of Religious Affairs' (MORA) education systems.
  • Experience working with Regional/District MORA, and Islamic Education CSOs.
  • Extensive experience in development agency work, preferably in basic education.
  • Strong work ethics including respect for confidentiality.
  • Adaptable and able to perform in fast-paced, high pressure and often ambiguous situations.
  • Good advocacy and strong stakeholders' communication skills.
  • Ability to travel at short notice.
  • Experience with DFAT program is an advantage.
